自2004年起，本所每年固定舉辦「紀念鈕先鍾老師國際學術研討會」，以紀念鈕先鍾教授在戰略研究方面之卓越貢獻。自2014年起更進一步擴展為「淡江戰略學派年會」活動，延續此重要傳統，本所於2024年5月與2025年5月，舉辦第二十屆與第二十一屆的「紀念鈕先鍾老師學術國際研討會」，會議主題分別設定為「AI時代的戰略研究：機遇與挑戰」與「強權競逐：國家安全、地緣戰略與關鍵科技」，前者聚焦印太區域安全、美中戰略競逐、兩岸形勢以及解放軍發展；後者則關注全球治理、美中博弈下的臺灣所扮演之關鍵角色（地緣政治與半導體）以及變遷中的戰略與國際關係研究。兩屆的年會研討會圓滿結束後，經本所組成委員會通過嚴謹之專業審查，共甄選12篇優秀論文，收錄於淡江大學出版中心所出版之《AI時代下的大國競爭與戰略研究》專著，成為「淡江戰略學派」的最新系列叢書。本書得以順利付梓，必須歸功於許多人的辛勤付出，包括過去兩年投入「淡江戰略學派年會」籌備的本所全體專任教師、所助理秀真以及由本所研究生組成的工作團隊，尤其是感謝這擔任兩屆年會活動的協調人曲姵蓉（博班）、活動總召陳宛澤（碩班）與傅紹宇（碩班），同時也要特別感謝擔任開幕演講貴賓、研討會各場次主持人、論文發表人、評論人與圓桌論壇與談人以及所有會各界先進。本所成立於1982年，除設有碩士班、碩士在職專班以及博士班等完整學制，更為國內歷史最悠久且兼顧國際事務與戰略研究之高等學術機構。多年以來，本所在教學與研究方面，不僅聚焦戰略與國際事務研究兩大主軸，亦涵蓋區域安全與全球治理、國家安全與國防事務、中共軍事與兩岸關係等次研究領域。至於在課程規劃方面，則強調傳統與創新交揉，並注重與時俱進，以契合最新趨勢與滿足學生的需求，諸如開設戰略理論專題、國際關係理論專題、地緣政治與地緣經濟、國際安全專題、人工智慧與資安戰略、戰略思維與人工智能、SDGs時代的非傳統安全、數位時代與Z世代的戰略研究、科技、戰略與永續發展、AI時代下的兵棋推演理論與實務、數位時代的解放軍研究、國家智庫比較研究、國際危機談判、美中戰略競爭、美國與印太安全、中國政經導論、中國國家戰略、南亞與東南亞區域安全研究、權力平衡與美中台關係以及台海國防安全專題等契合時代脈動之課程。自創建至今，淡江大學國際事務與戰略研究所強調理論與實務並重，期許發揮對於國家與社會的正面影響力，相信藉由此次活動的舉辦，更能彰顯本所代代相承的精神，實踐「學術之重鎮、國家之干城」之成立初衷，也希望各界先進不吝持續予以鞭策與指教。

The Graduate Institute of International Affairs and Strategic Studies at Tamkang University was established in 1982. Since 2005, the Institute has organised the International Academic Conference in Commemoration of Professor Niu Sien-chong annually to honour Professor Niu’s outstanding contributions to strategic studies. In 2014, this academic tradition was further expanded into the Annual Conference of the Tamkang School of Strategic Studies. Continuing this important tradition, the annual conferences held in May 2022 and May 2023 coincided with a significant milestone in the Institute’s history: its fortieth anniversary and its transition into its fifth decade. Under the planning and leadership of Professor Ming-hsien Wong, then Director of the Institute, the 18th and 19th International Academic Conferences in Commemoration of Professor Niu Sien-chong were convened. Their respective themes were Restructuring International Rules: The International Strategic Landscape amid US–China Great Power Competition and Emerging Trends in Global Geopolitics: Theory and Practice, reflecting the increasingly complex and rapidly changing regional and international environment of recent years.

On behalf of the organiser, the Graduate Institute of International Affairs and Strategic Studies at Tamkang University, I would like to express my sincere gratitude to all the distinguished guests, scholars, experts, and participants who attended the various activities of these two annual conferences. My appreciation extends to those who delivered opening remarks and keynote addresses, chaired conference sessions, presented academic papers, served as discussants, and participated in the roundtable forums, as well as to all colleagues and friends from various sectors who attended and contributed to the academic discussions.

The successful organisation of each annual conference has always depended upon the dedication and considerable efforts of numerous individuals, and the past two years were no exception. I would particularly like to thank Dr Kao-cheng Wang and Dr Cheng-hao Pao, the former and succeeding Deans of the College of International Affairs at Tamkang University, for their support; Dr Ming-hsien Wong, then Director of the Institute, for his personal commitment and active involvement; and the Ministry of Foreign Affairs and the National Science and Technology Council for their financial support. I would also like to extend my gratitude to Professor Chieh-cheng Huang and lawyer Liang-yu Lin, the former and succeeding Presidents of the Institute’s Alumni Association, together with all members of its board of directors and supervisors and our alumni, for their invaluable assistance in organising these annual conferences.

With regard to the Institute’s organising team, in addition to the contributions of all full-time faculty members, I would like to express my special appreciation to Ms Hsiu-chen Chen, the Institute’s administrative assistant, who, as always, shouldered the demanding responsibilities of logistical support, communication, and coordination. The chief organisers of the 18th and 19th annual conferences were Yu-hsin Li and Yu-hsuan Shih, respectively. Both demonstrated exceptional dedication and a strong sense of responsibility in leading a team of the Institute’s master’s students, including Jui-yueh Chou, Chih-[name to be confirmed] Lin, Yu-hsiang Kung, Wen-chieh Chiu, Chuan-ju Hsu, Chi-yuan Tang, Tzu-hua Tseng, Ping-yen Tsai, Chun-ming Liao, Ting-yu Chen, Chien-kuang Chen, Yueh-ling Yeh, Chi-jui Chen, Pei-jung Chu, Wan-tse Chen, Yu-tung Chou, Yu-te Chou, Chi-jui Chen, and Hua-tung Chen. Despite considerable time constraints, the entire team worked closely and effectively together, successfully completing the extensive preparations for the annual conferences, including publicity, public relations, administrative documentation, venue arrangements, and guest reception.

Looking back on the Institute’s development, we recognise that its achievements have been made possible through the collective dedication and tireless efforts of successive generations of distinguished predecessors. United by a shared commitment, the Institute has consistently aspired to fulfil its founding mission of serving as ‘a pillar of national strength and a centre of academic excellence’. With the arrival of outstanding new faculty members who have joined our teaching and research community over the past two to three years, we look towards the future with confidence. I firmly believe that we shall remain true to our original aspirations and continue to advance with determination and dedication. We also sincerely hope that distinguished scholars, experts, alumni, and friends from all sectors will continue to offer their valuable guidance, constructive criticism, and encouragement.
