Since 2004, the Graduate Institute of International Affairs and Strategic Studies at Tamkang University has organised the International Academic Conference in Commemoration of Professor Niu Sien-chong annually to honour Professor Niu’s outstanding contributions to strategic studies. In 2014, this academic tradition was further expanded into the Annual Conference of the Tamkang School of Strategic Studies. Continuing this important legacy, the Institute hosted the 20th and 21st International Academic Conferences in Commemoration of Professor Niu Sien-chong in May 2024 and May 2025, respectively. The themes of these two conferences were Strategic Studies in the Age of Artificial Intelligence: Opportunities and Challenges and Great Power Competition: National Security, Geostrategy and Critical Technologies. The former focused on security in the Indo-Pacific region, strategic competition between the United States and China, cross-Strait developments, and the evolution of the People’s Liberation Army. The latter addressed global governance, Taiwan’s pivotal role in the context of US–China competition, particularly in geopolitics and the semiconductor industry, and the changing nature of strategic and international relations studies. Following the successful conclusion of both annual conferences, a committee established by the Institute conducted a rigorous professional review and selected 12 outstanding academic papers for inclusion in Great Power Competition and Strategic Studies in the Age of Artificial Intelligence, a scholarly volume published by the Tamkang University Publishing Centre. This publication represents the latest addition to the Tamkang School of Strategic Studies book series.

The successful publication of this volume would not have been possible without the dedication and hard work of numerous individuals. We are particularly grateful to all full-time faculty members of the Institute, our administrative assistant, Hsiu-chen, and the team of graduate students who contributed to the organisation of the Annual Conferences of the Tamkang School of Strategic Studies over the past two years. Special appreciation is extended to Pei-jung Chu, a doctoral student who served as the conference coordinator for both annual events, and to Wan-tse Chen and Shao-yu Fu, both master’s students, who served as the chief organisers. We would also like to express our sincere gratitude to the distinguished guests who delivered the opening keynote addresses, the chairs of the conference sessions, paper presenters, discussants, roundtable panellists, and all distinguished participants from various academic and professional communities.

Established in 1982, the Graduate Institute of International Affairs and Strategic Studies at Tamkang University offers a comprehensive range of postgraduate programmes, including a master’s programme, an in-service master’s programme, and a doctoral programme. It is also Taiwan’s longest-established higher education institution dedicated to both international affairs and strategic studies. Over the years, the Institute has maintained two principal areas of academic focus: strategic studies and international affairs. Its teaching and research activities also encompass several specialised fields, including regional security and global governance, national security and defence affairs, Chinese Communist military affairs, and cross-Strait relations.

In terms of curriculum development, the Institute emphasises the integration of tradition and innovation while continuously adapting its courses to contemporary developments and students’ evolving needs. Its curriculum includes a wide range of courses reflecting current academic and strategic trends, such as Special Topics in Strategic Theory, Special Topics in International Relations Theory, Geopolitics and Geoeconomics, Special Topics in International Security, Artificial Intelligence and Cybersecurity Strategy, Strategic Thinking and Artificial Intelligence, Non-Traditional Security in the Era of the Sustainable Development Goals (SDGs), Strategic Studies in the Digital Age and Generation Z, Technology, Strategy and Sustainable Development, Theory and Practice of Wargaming in the Age of Artificial Intelligence, Studies of the People’s Liberation Army in the Digital Age, Comparative Studies of National Think Tanks, International Crisis Negotiation, US–China Strategic Competition, The United States and Indo-Pacific Security, Introduction to China’s Political Economy, China’s National Strategy, Regional Security Studies of South and Southeast Asia, Balance of Power and US–China–Taiwan Relations, and Special Topics in Taiwan Strait Defence and Security.

Since its establishment, the Graduate Institute of International Affairs and Strategic Studies at Tamkang University has consistently emphasised the equal importance of theory and practice, aspiring to make a positive contribution to the nation and society. We believe that the organisation of these academic conferences and the publication of this volume further demonstrate the Institute’s enduring spirit of academic continuity across generations. They also embody the founding aspiration of the Institute to serve as ‘a centre of academic excellence and a pillar of national strength’. We sincerely hope that distinguished scholars, experts, and colleagues from all sectors will continue to offer their valuable guidance, constructive criticism
